The event was co-organised by the Estonian University of Life Sciences (EMU) and the Estonian Quality Agency for Education \/ Estonian Education and Youth Board (HARNO\/HAKA), and hosted at HARNO premises in Tallinn.<\/p><p>The training brought together representatives from higher education institutions, national agencies, and industrial partners, supporting DOMANI\u2019s capacity-building efforts under WP3 and contributing directly to Deliverable D3.4 and D7.<\/p><p><strong>Training Overview<\/strong><\/p><p>The training aimed to strengthen institutional and national capacities for microcredential development, management, and quality assurance in line with European Union and OECD approaches.<\/p><ul><li>Venue: Estonian Education and Youth Board (HARNO), A. H. Tammsaare tee 47, Tallinn<\/li><li>Dates: 27\u201329 October 2025<\/li><li>Format: International hybrid training and consultation<\/li><li>Organisers: EMU &amp; HARNO\/HAKA<\/li><li>Participants: 23 participants attended the training session<\/li><\/ul><p><strong>Objectives<\/strong><\/p><ul><li>introducing international standards and quality frameworks for microcredentials<\/li><li>discussing national regulatory developments in Estonia (including the Adult Education Act)<\/li><li>strengthening capacity for curriculum design, assessment, and recognition of microcredentials<\/li><li>exchanging good practices between universities, agencies, and industry<\/li><\/ul><p><strong>Agenda Highlights<\/strong><\/p><p>The training programme combined institutional case studies, policy discussions, and expert workshops:<\/p><p><strong>Day 1 (27 Oct)<\/strong><\/p><ul><li>Introduction and welcome session<\/li><li>Microcredential structure and curriculum at EMU<\/li><li>Lifelong learning organisation in EMU and Estonia<\/li><\/ul><p><strong>Day 2 (28 Oct)<\/strong><\/p><ul><li>Microcredential organisation and ICT at EMU<\/li><li>Microcredential policy documents and international organisations (EU, UNESCO)<\/li><\/ul><p><strong>Day 3 (29 Oct) \u2013 Open Call Day<\/strong><\/p><ul><li>OECD session: <em>Assuring the Quality of Micro-credentials: Emerging Practice in OECD Countries<\/em><\/li><li>HAKA Quality Team workshop: Adult Education Act, microcredentials, ISCED in adult training<\/li><li>Curriculum structure, assessment criteria and common mistakes<\/li><li>Case study: Micro-degrees and qualifications at Tallinn University of Technology (TalTech)<\/li><li>Closing reflection<\/li><\/ul><p><strong>Key Discussion Points<\/strong><\/p><p>Throughout the three days, participants explored practical and strategic topics including:<\/p><ul><li><strong>Quality assurance frameworks:<\/strong> OECD shared comparative insights from 11 countries, highlighting transparency, digital verifiability, and stackability.<\/li><li><strong>National frameworks:<\/strong> HAKA explained how microcredentials are integrated into Estonia\u2019s adult education system and qualification framework.<\/li><li><strong>Curriculum design:<\/strong> Partners discussed common design challenges such as fragmented learning outcomes, unclear workload, and weak assessment rubrics.<\/li><li><strong>Recognition and assessment:<\/strong> HAKA emphasised alignment with ECTS principles and the need for clear institutional recognition procedures.<\/li><li><strong>Institutional practice:<\/strong> TalTech shared its microcredential model and internal QA approach supporting modular learning and labour market relevance.<\/li><\/ul><p><strong>Follow-up actions<\/strong><\/p><p>Following the training session, DOMANI partners agreed on several follow-up steps to ensure the training outcomes are implemented at institutional and national level:<\/p><ul><li><strong>Share training materials and resources<\/strong> with all participants (presentations, reference materials, policy documents, evaluation forms).<\/li><li><strong>Integrate training insights into WP3 work<\/strong>, especially in relation to:<ul><li>curriculum design and assessment procedures for microcredentials<\/li><li>institutional recognition mechanisms aligned with ECTS<\/li><li>quality assurance templates and reporting approaches<\/li><\/ul><\/li><li><strong>Develop follow-up capacity-building sessions<\/strong> responding to participant feedback, especially on:<ul><li>digital certification tools (e-certificates \/ digital badges)<\/li><li>models for stronger industry engagement<\/li><\/ul><\/li><li><strong>Encourage national coordination<\/strong> by exploring the creation of <strong>national microcredential networks<\/strong>, particularly in Ukraine and Mongolia.<\/li><\/ul><p><em>The Tallinn training successfully fulfilled its objectives by strengthening shared understanding of microcredential systems and quality assurance practices.
